One   Year Later: Patient’s Bills of Rights Provides America’s Families with   Health Care Freedoms

Millions of Children with pre-existing Conditions   Protected From Discrimination, Millions of Seniors Already Receiving Help   With Prescription Drugs


One year ago today, the Affordable Care Act’s “Patient’s Bill of   Rights” went into effect, putting families, not insurance companies, in   control of their health care and providing new health care freedoms for   everyone from children to young adults to seniors.

Thanks to the “Patient’s Bill of Rights”:

  • Children under the age of 19 with pre-existing conditions and pregnant   women are freed from discrimination by insurers,
  • Young adults have the freedom to stay on their parents’ insurance plan   until the age of 26,
  • Families are free from worry about unreasonable premium increases, annual   limits, and losing their insurance when a family member gets sick,
  • And seniors have more freedom to get the prescription drugs and   preventative care they need.

Today, Americans are seeing a difference and health reform is providing   lower costs and better health care coverage. Here’s a look at the   numbers:

  • Up to 17 million children with pre-existing conditions are   protected from discrimination
  • Over 500,000 additional young people gained health care   insurance
  • 165 million Americans with private insurance are now   protected from lifetime and annual limits on their coverage
  • 1.3 million seniors have received a 50% discount on brand   name drugs, collectively saving over $650 million in   out-of-pocket costs
  • 19 million seniors have already received one or more   preventative services
  • 1.3 million seniors have taken advantage of a free Annual   Wellness visit
  • 4 million small businesses are eligible for tax credits if   they offer coverage to their employees

While Democrats are committed to reining in health care costs and   protecting patients, Republicans have repeatedly voted to roll back these new   health care freedoms and still have not offered a solution for skyrocketing   health care costs and unfair insurance company practices. In addition,   Republicans voted several times to end Medicare, raise health care costs and   balance the budget on the backs of seniors. We hope they’ll abandon their   partisan agenda and work with us to ensure all Americans can access   affordable health coverage, strengthen Medicare and reduce the deficit in a   balanced way.

Support $15 Billion in Small Business Lending, Create New Jobs

State Small Business Credit Initiative Critical Component of
Small Business Jobs Act President Obama Signed into Law This Week;

All 50 States, DC, and the U.S. Territories Now Eligible for Funds to
Help Local Entrepreneurs Expand Their Businesses and Put More Americans Back to Work;

WASHINGTON – Today, the U.S. Department of the Treasury announced individual State Small Business Credit Initiative (SSBCI) funding allocations for all 50 states, the District of Columbia, and the U.S. territories, which will support $15 billion in new small business lending through innovative local programs that help entrepreneurs expand their businesses and create new jobs. These SSBCI funds are a critical component of the Small Business Jobs Act President Obama signed into law last week to help unlock credit and provide targeted tax cuts for small businesses. (A full listing of the state-by-state allocations announced today is included below.)

“Innovative local initiatives that support small business lending are under extraordinary pressure because of state budget difficulties,” said Treasury Secretary Tim Geithner. “These funds will provide vital support to successful state-level programs that help local entrepreneurs obtain the credit they need to put more Americans back to work. President Obama fought hard for the Small Business Jobs Act because it will help ensure that small businesses continue to strengthen our nation’s recovery and serve as critical engines for job creation.”

Under the SSBCI, states are offered the opportunity to apply for federal funds for programs that partner with private lenders to extend greater credit to small businesses. States are required to demonstrate a minimum “bang for the buck” of $10 in new private lending for every $1 in federal funding. Accordingly, the $1.5 billion funding commitment that the federal government will make for this program is expected to support $15 billion in additional private lending.

The SSBCI allows states to build upon existing, successful state-level small business lending programs, including examples such as collateral support programs, Capital Access Programs (CAPs), and loan guarantee programs.

o   Collateral Support Programs for Small Manufacturers: Collateral support programs help viable businesses that are struggling to get credit because the value of the collateral they hold has fallen, often due to the decline in commercial real estate values. These programs – which set aside funds to augment collateral the borrower already holds – provide banks greater confidence in extending credit to these borrowers, particularly in some of the communities hardest hit by the economic downturn.

o   Capital Access Programs (CAPs): CAPs, which are already up and running in over 20 states, are loan portfolio insurance programs in which states provide a matching contribution to bank loan loss reserves when lenders extend credit to qualified small businesses. These reserve enhancements allow lenders to expand credit to new borrowers at a time when many of these lenders might otherwise pull back. 

o   Loan Guarantee Programs:  Under loan guarantee programs, states provide partial guarantees on certain small business loans to give lenders greater confidence to extend credit. 

If a state does not have an existing small business lending program, officials can establish one in order to access this funding. States must provide plans for utilizing their funding allocations to Treasury for review and approval.

The amount of SSBCI funds a state is eligible to apply for is determined based upon formulas in the Small Business Jobs Act that take into account each state’s respective unemployment rate and decline in employment relative to other states.

 In addition to the State Small Business Credit Initiative, the Small Business Jobs Act includes a number of important provisions to support small business job creation.  The Act includes eight new small business tax cuts that went into effect immediately upon becoming law last week; creates a $30 billion Small Business Lending Fund to help small and community banks provide new loans to small businesses; extends and expands existing Small Business Administration loan programs; and delivers other important benefits for small businesses.  For more information on the Small Business Jobs Act, please visit, link.

Joint Information Center
At the beginning of the event, the Coast Guard elevated the response and established a Regional Command Center and Joint Information Center in Robert, La., inviting all partners in the response to join. Department of Homeland Security (DHS)
Since the moments after the oil rig explosion on the night of April 20, DHS has played a lead role in federal response efforts—deploying the U.S. Coast Guard to search and rescue the 126 people aboard the rig, and quickly leading efforts to establish a command center on the Gulf Coast to address the potential environmental impact of the event and to coordinate with all state and local governments. Secretary Napolitano leads the National Response Team, an organization of 16 federal departments and agencies responsible for coordinating emergency preparedness and response to oil and hazardous substance pollution events.

U.S. Coast Guard
The Coast Guard has played a major role from the very beginning, when it responded to the explosion on a search and rescue mission to save lives. Pursuant to the National Contingency Plan, Rear Admiral Mary Landry was named the Federal On-Scene Coordinator to lead a Regional Response Team which was stood up that included DHS, DOC/NOAA, DOI and the EPA, as well as state and local representatives. As the event escalated, Coast Guard Admiral Thad Allen was announced as the National Incident Commander for the administration’s continued, coordinated response—providing additional coordinated oversight in leveraging every available resource to respond to the BP oil spill and minimize the associated environmental risks.

Department of the Interior (DOI)
The morning after the explosion, Secretary of the Interior deployed Deputy Secretary David J. Hayes to the Gulf Coast to assist with coordination and response to the event, and provide hourly reports back to the administration. Since then, DOI has played a vital role in overseeing BP’s response efforts while—at the President’s request—working to deliver a report with recommendations on what, if any, additional safety measures should be required for offshore operations. Secretary Salazar has announced that inspections of all deepwater rigs and platforms are underway.

Environmental Protection Agency (EPA)
Since the BP Oil Spill, EPA has provided full support to the U.S. Coast Guard and is monitoring and responding to potential public health and environmental concerns. Environmental data, including air quality and water samples, will be posted and frequently updated on this site as it is collected and validated by EPA’s response teams along the impacted coastlines. Small Business Administration
SBA is making low-interest loans available to small businesses in the Gulf Coast regions of Alabama, Florida, Louisiana and Mississippi suffering financial losses following the April 20 Deepwater BP oil spill that shut down commercial and recreational fishing in the Gulf of Mexico. Department of Defense (DOD)
DOD continues to support the ongoing response effort by lending Naval and Air Force bases to provide vital staging areas for boom deployments and other activities, and providing C-130 aircraft equipped with Modular Aerial Spray Systems, which dispense chemical dispersant—capable of covering up to 250 acres per flight. DOD also plays a significant role in the National Response Team, helping to lead the coordination of response actions for the federal government. Secretary of Defense Gates has authorized use of Title 32 status for up to 17,500 National Guard members in four states: Alabama (3,000), Florida (2,500), Louisiana (6,000) and Mississippi (6,000).

Department of the Interior’s Fish and Wildlife Service
The Fish and Wildlife Service continues to support the joint agency response to the Deepwater Horizon oil spill in the Gulf of Mexico with experienced specialists, land managers, and support personnel. Booms to capture and deflect anticipated oil are being deployed at Breton National Wildlife Refuge, where thousands of brown pelicans and shorebirds are currently nesting. Information on Air, Food, and Water Safety

Air: With the prevalence of vapor concerns from oil near the Gulf coast and the controlled burning to help contain the spread of oil, air quality is a health concern. EPA has initiated an air monitoring effort to ensure the safety of local residents and track any developing air quality changes.

Food: Although crude oil has the potential to taint seafood with flavors and odors caused by exposure to hydrocarbon chemicals, the public should not be concerned about the safety of seafood in stores at this time. There is no reason to believe that any contaminated product has made its way to the market.

Water: NOAA is restricting fishing for a minimum of ten days in federal waters most affected by the BP oil spill, largely between Louisiana state waters at the mouth of the Mississippi River to waters off Florida’s Pensacola Bay. The closure is effective immediately. Fishermen who wish to contact BP about a claim should call 1-800-440-0858.

President Obama’s nominee for the Supreme Court, Solicitor General Elena Kagan, is widely regarded by those on both sides of the aisle as one of the nation’s top legal minds. Kagan has forged a groundbreaking career in law and government service, distinguishing herself through her intellect, integrity, judgment, and work ethic.

Here are a few things you should know about Elena Kagan:

  • Elena Kagan was the first female dean of Harvard Law in the school’s 186-year history. During her tenure, she fostered consensus among differing viewpoints, promoted a diversity of opinions, and encouraged a respectful exchange of ideas, earning her great admiration among the student body. She also instituted a financial program that encouraged and assisted students in choosing careers in public service.

 

  • If confirmed, Kagan will be the fourth woman ever seated on the nation’s highest court. And, for the first time, the Supreme Court would have three women serving together—making it the most diverse Court ever.

 

  • In 2009 Kagan was confirmed with bipartisan support as the first female solicitor general of the United States. As solicitor general she represents the U.S. government before the Supreme Court. When she was nominated, every solicitor general from the past 25 years—both Democrats and Republicans—wrote a letter of support, noting Kagan’s “brilliant intellect,” “candor,” and the “high regard in which she is held by persons of a wide variety of political and social views.”

 

  • Kagan has stood up for the rights of ordinary citizens and shareholders against corporations in her work as solicitor general. And even though she knew the odds were long, Kagan chose Citizens United v. Federal Election Commission as the first case she argued before the Supreme Court, defending campaign finance reform against special interests spending unlimited money in an attempt to influence elections.

 

  • Kagan is the granddaughter of immigrants and grew up in a family that emphasized service to others. Her parents were the first members of her family to attend college, and both parents taught their daughter the value of public service. Kagan’s father was a housing lawyer who fought for tenants’ rights. Her mother was a public school teacher. Kagan would follow in both parents’ footsteps, becoming both a lawyer and a teacher and inspiring the next generation of public servants.

Oil Spill Independent Commission

The President announces that the independent commission he created for the BP Deepwater Horizon Oil Spill and Offshore Drilling will be chaired by former Florida Governor and Senator Bob Graham and former EPA Administrator Bill Reilly. He promises accountability not just for BP, but for those in government who bore responsibility.

•  In positive news for the economy, economic experts announced that we can expect to see the economy grow and the unemployment rate drop in the next year: “U.S. recovery is finally starting to gain traction, leading Federal Reserve officials and private analysts to upgrade their expectations for growth. The Fed’s leaders now expect gross domestic product to expand to 3.2 to 3.7 percent this year … up from 2.8 to 3.5 percent projected in January. They also expect the unemployment rate to fall to the 9.1 to 9.5 percent range by the end of the year…. •  General Motors announced its first profit in three years, a good sign that efforts to save America’s auto industry are seeing results: “General Motors said Monday that it earned its first quarterly profit since 2007…. G.M. reported first-quarter earnings of $865 million as its revenue surged 40 percent, to $31.5 billion…. •  The U.S. Census Bureau and MacroMarkets LLC reported positive improvements in the U.S. housing sector: “U.S. home prices will begin a gradual recovery by next year, according a survey of 92 economists and other housing analysts by MacroMarkets LLC.
